Storage billing by Microsoft Azure depends on Four factors.
Storage capacity is the storage space you have used and is calculated per GB.
Replication is the number of copies of your data you decide to maintain in different locations. More about replication schemes is given in the next Q & A.
Storage transactions are the number of read and write operations which are performed on your Azure Storage. This is calculated for a period of time and billed accordingly.
When an application which is not running in the same region accesses your data then you are charged for data transfer. To ensure that, this charge does not applied you can take care by locating all your data and services in the same data center.
